Every Saguaro is a one-of-a-kind.  Base sizes depend on how many arms the fountain has.  The more arms, the bigger the base needs to be, as the water slides down from the flowers and then drops off the arms.  Prices of Saguaros we have made in the past range from $3000 for a 6' tall fountain with no arms or extras (birds, bugs, etc) to more than $20000.
